Job DescriptionOnly applicants who meet the Minimum Qualification Requirements and meet all selective requirements (listed below) will be placed on the eligible list.The Iowa Department of Health and Human Services (HHS), Division of Public Health, Bureau of Family Health is seeking a Program Planner II to join our team!Under the direction of the Maternal and Reproductive Health Section Manager, this position will provide support, consultation, education, and subject matter expertise regarding Iowa's 1st Five Healthy Mental Development Initiative and performs nonsupervisory data management work for the Iowa Pregnancy Risk Assessment Monitoring System (PRAMS), a statewide surveillance system to assess and monitor maternal and newborn health outcomes.This position will be responsible for:Supporting the 1st Five Healthy Mental Development Initiative by:
  • Developing and maintaining policy/procedure manuals and guidance documents and ensuring ongoing compliance with HHS Communication requirements
  • Leading the development and distribution of informative program materials, provider recognition strategies, common outreach items, issue briefs, evaluation data, family stories, program brochures, legislative communication tools, etc.
  • Leading 1st Five program input for maintenance of the Iowa Connected database, including:
  • Collaborating with 1st Five Program Consultants and Iowa Connected Data Manager to monitor needed system adjustments,
  • Consulting with both HHS Team Member and external stakeholders regarding ongoing system functionality and required maintenance,
  • Requesting data reports and assisting in analyzing report results, and
  • Providing technical assistance to both HHS team members and external stakeholders regarding the accurate documentation of services within the system.
  • Leading the scheduling, planning, coordination and implementation of all identified 1st Five competitive bid/contract development documents. This position will coordinate with the 1st Five Program consultants to ensure distribution and completion of all required contract scopes of work, ensure all program requirements are drafted, all contract process requirements are met, and all contracts are executed in a timely manner
  • Assisting in the development and ongoing management of the 1st Five Program budget and leading the completion of reports to funders
  • Leading the planning, development, implementation, scheduling and documentation of 1st Five Consortium's, monthly calls, etc.
  • Maintaining expertise regarding early childhood development, primary care practice, developmental surveillance and screening, health care payment systems (including but not limited to Medicaid) and health care delivery.
Implementing all aspects of data collection for the Iowa PRAMS project, including:
  • Using the PRAMS Integrated Data Management System to prepare and distribute mailings to the PRAMS sample
  • Preparing phone interview worksheets
  • Communicating with the phone contractor to ensure updated information is provided for moms in phone phase
  • Searching for missing addresses and phone numbers using internal and external data sources
  • Completing data entry for returned mailed surveys
  • Tracking and distributing gift certificates to PRAMS respondents.

Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.AND280 Human/Social Services Programs:
6 months experience, 12 semester hours, or a combination of both directly related to human/social services. Experience generally obtained from either some level of government organization or a non-profit organization delivering these services. Must demonstrate exposure to the basic concepts of human/social services and related policies and procedures. Programs include those traditionally under the purview of the Department of Human Services, such as but not limited to:
  • Child and family welfare
  • Medicaid

OR095 Child Development (or Early Childhood):
6 months experience, 12 semester hours, or a combination of both. Experience should be in the direct care or the overseeing of others who provide direct care to children.Minimum Qualification Requirements1) Six years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).2) All of the following (a and b):
a. A total of four years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
b.
