The work is to ensure the safety and well-being of individuals and organizations by developing and executing plans, coordinating resources, and engaging with various entities.The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required or assigned.
  • Performs annual review of EMAP and NIMSCAST standards to plan activities and training to improve response and recovery actions.
  • Meets annually with the Advisory Committee to develop the Administrative Plan to set EMA goals to support local, state, and federal program direction.
  • Coordinate with the TEMA Area Coordinator to develop the annual Program Worksheet goals.
  • Develop a county Basic Emergency Operations Plan (BEOP) in Emergency Support Function (ESF) format; review annually, revise as necessary, and update in accordance with the published schedule.
  • Coordinate with appropriate departments and agencies to ensure mitigation and preparedness activities are developed for each ESF of the BEOP.
  • Ensure the county meets the requirements to be eligible for federal funding and grants.
  • Maintain assigned radiological monitoring equipment.
  • Establish and maintain a county-wide Damage Assessment Team.
  • Establish and maintain a county-wide Disaster Animal Response Team (DART)
  • Conduct annual emergency worker training for agency Emergency Services Coordinators (ESCs) reporting to the EOC.
  • Schedule and conduct annual trainings.
  • Provide and publish local, state, and federal training opportunities for all emergency response personnel and ESF agencies.
  • Assist other agencies in securing and publishing training opportunities.
  • Support EMA staff and volunteer training opportunities.
  • Ensure EMA staff meets annual training requirements as established by TEMA.
  • Maintain a `county-wide training records spreadsheet to track emergency responder completion of ICS, NIMS, IRHMI:BC, IRHMI:CI, ERT, HMTO, and CBRNE training.
  • Assists with the development of and participate in two exercises annually.
  • Attends monthly DOE exercise planning meetings.
  • Submits exercise report forms to TEMA.
  • Conduct tabletop exercises as requested by emergency response agencies.
  • Ensure Emergency Response staff is on call 24/7/365 for response to major emergencies and natural or technological disasters.
  • Activate and staff the Emergency Operations Center as necessary to provide direction and control.
  • Assess the impact of major emergencies and assist the Mayor to request a declaration of emergency.
  • Serve as lead agency for ESF 5.1, 5.3, 6, 7.3, 10, and 14.2.
  • Ensure Incident Command System (ICS) and National Incident Management System (NIMS) standards are incorporated into planning and response.
  • Submit after-action reports as required.
  • Develop, maintain, and update as required a county-wide NIMS-typed resource inventory.
  • Develop and update annually contact information for public sector resources.
  • Establish, review, and revise as necessary a list of staging areas, county receiving points, and points of distribution.
  • Provide accountability badges for all NIMS-compliant emergency services personnel.
  • Establish, improve, and maintain the Emergency Operations Center (EOC).
  • Submit Situation Reports (SITREPs) to TEMA during severe weather and other incidents.
  • Maintain EMA radio frequencies for use by EMA, EMS, and volunteer fire and rescue departments.
  • Participate in TEMA communication drills.
  • Support improvements to communications systems and procedures for day-to-day emergency response operations.
  • Develop a county hazard mitigation plan conformed to state and federal requirements.
  • Meet annually with the Hazard Mitigation Planning Committee to revise and update the hazard mitigation plan as necessary.
  • Coordinate with jurisdictional departments to pursue grant funding to mitigate hazards as prioritized in the hazard mitigation plan.
  • Submit to TEMA TIER II Incident Reports for appropriate hazardous material incidents.
  • Maintain TIER II reports as required by state and federal laws.
  • Provide to LEPC an annual listing of TIER II reports received.
  • Notify jurisdictional departments and agencies of grant opportunities.
  • Assist agencies with grant applications, as requested.
  • Apply for state and federal grants to improve the country's emergency response capabilities.
  • Develop and manage the EMA annual budget in accordance with local guidelines.
  • Secure and fulfill contract obligations of state and federal grants.
  • Submit quarterly BSIR reports to TEMA.
  • Submit applicable quarterly reports to TEMA regional office.
  • Submit applicable quarterly FEMA grant reports to TEMA state office.
  • Submit annual staffing pattern to TEMA regional office.
  • Provide to TEMA monthly updates to the communications directory.
  • Submit annual NIMSCAST reports to FEMA.
  • Supervise EMA staff members and volunteers.
  • Attend TEMA Regional Director's meetings.
  • Distribute awareness and preparedness literature provided by FEMA. TEMA, and other organizations.
  • Post on the EMA page of the county website citizen training and preparedness information links, the hazard mitigation plan, and the BEOP.
  • Works cooperatively with community agencies/organizations and the private sector to promote emergency planning and preparedness.
  • Serves as the LPEC Emergency Response Committee Chair
  • Coordinate with emergency management agencies in surrounding counties to improve response capabilities.
  • Ensure EMA representation at meetings of : Anderson County Local Emergency Planning Committee (LEPC), Anderson County Fire Commission, Red Cross Disaster Services Committee, Anderson County Health Department Mass Clinic Planning, District II Homeland Security Council, and DOE Exercise Planning Meetings
MINIMUM QUALIFICATIONSGraduated from an accredited high school. Bachelor's Degree in Public Administration or a closely related field is highly preferred. Previous experience in law enforcement or an emergency management field is desired. Strong organizational, interpersonal, and decision-making skills; dedicated attention to detail; or any equivalent combination of education or experience to provide the following knowledge, ability, and skills:
  • Ability to understand and fill out all paperwork needed to be submitted to other departments and agencies.
  • Ability to multi-task many projects and responsibilities at one time.
