The Security Program and Training Specialist position will work closely with Hampton Roads Transit as well as Security Services management to ensure compliance with FTA 49 CFR Part 659, MAP 21, FAST Act, and federal, state, and local transit system security regulations, among others. The Security Program and Training Specialist serves as a specialist in the development, implementation, delivery, and administration of transit security specific and general (industry) security training content. This role also supports security program management, administrative requirements, and mandatory reporting initiatives. This role analyzes security training programs, documents, and content and maintains appropriate levels of controls. This position performs security training content creation, validation, delivery, and assessment for internal and external parties as needed or directed.Essential Job Functions:(Duties listed are not intended to be all inclusive nor to limit duties that might reasonably be assigned.)
  • Implements security improvements by assessing current security training programs; evaluating trends; anticipating requirements and providing recommendations to Security Management.
  • Creates and distributes security training procedures, documents, products, and maintains training records.
  • Reviews facility security training needs or requirements and implements procedures for developing or delivering required or recommended training.
  • Performs periodic and random security inspections to validate staff training and skillset and prepares reports as necessary.
  • Interfaces with HRT stakeholders to develop and/or deliver required or recommended security training.
  • Maintains reports and records and advises management of deficiencies and remedial/disciplinary efforts to address same.
  • Supports compliance with mandatory reporting requirements, such as those required by the Federal Transit Administration (FTA) National Transit Database (NTD) and the Transportation Security Administration (TSA) Surface Security Event Reporting.
  • Reviews and recommends security training needs for planned extensions or modifications of transit operations or HRT sites or critical assets.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.
  • Assists with the implementation, validation, and testing of requirements identified within the Virginia Department of Rail and Public Transportation (DRPT) System Safety and Security Program Standard (SSPS), the Agency Safety Plan (ASP) and the Security and Emergency Preparedness Plan (SEPP).
  • Assists with Department of Security Services employees' compliance with the Virginia Department of Criminal Justice Services (DCJS) requirements for Armed Security Officer.
  • Interfaces with other public agencies, associations, and groups, assuring HRT security training standards are reflective of the latest industry trends, regulations, and technologies.
  • Interfaces with local, state, and federal agencies to implement security best practices.
  • Interfaces with project stakeholders including local, state, and federal agencies.
  • Prepares routine and special reports for Management, including but not limited to reports required by federal, state and local oversight entities, internal program management, and others.
  • Assists with security threat and hazard identification assessments and develops and recommends training protocols for risk reduction or remediation.
  • Prepares and maintains Key Performance Indicators for system security events and other data-points as directed.
  • Supports the security services team with program administration, including and not limited to projects pertaining to transit workers, transit system security events, transit rider data, and more.
  • Augments transit system security efforts as licensed, credentialed, and directed by security management.
  • Performs other duties as assigned.
Required Knowledge, Abilities and Skills essential to Job Functions:The candidate must have knowledge of public transportation operations, and associated systems. Thorough knowledge of security and enforcement programs, security concepts, and industry best practices. The candidate must have excellent oral and written communications skills, with the ability to effectively create and deliver training content across various platforms. The person must have the ability to communicate effectively with personnel of various backgrounds and skill levels, vendors and others to resolve security issues. The person must have the ability to demonstrate proper skills and activities in an OJT environment. The candidate must be a self-motivated and participative team member with strong interpersonal skills.Required Software Knowledge and Skills essential to Job Functions:Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.Software applications:Microsoft Office (Outlook, Excel, PowerPoint), and records management (RMS) systems, computerized spreadsheets and databases, report preparation and presentations, correspondence, internet research, report writing, security tools, learning management system(s).Safety Responsibility:Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures and policies. Take an active part in reporting unsafe conditions and any hazards within the workplace to their Supervisor, Manager and/or the Safety Department.Training and/or Education:The candidate must have Bachelor's degree or equivalent work experience in some form of Criminal Justice, Homeland Security or related field.Required Experience:Knowledge of principles, procedures and standard practices of transportation/system security, training program management and delivery, training validation, program management; and federal, state and local rules and regulations relating to transportation/system security.Four (4) years of full-time verifiable professional training program experience in security or other public safety field.Licenses or Certificates:
  • Possess a valid Driver's License. Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).
  • Preferred: Virginia Department of Criminal Justice Services (DCJS) Armed Security Officer with Firearms endorsement. (or ability to obtain within 60 days of start-date)
