The Construction and Facilities Management Office (CFMO) is the principal advisor to the Montana Adjutant General regarding all real property, facilities, construction, and environmental management programs for the Montana Army National Guard (MTARNG.) CFMO manages the sustainment and recapitalization of existing real property and the construction of new facilities. The centralization of the construction and facility management expertise in CFMO enables the division to efficiently and resourcefully support the individual missions of MTARNG, Montana Disaster and Emergency Services, Montana Youth Challenge Academy, STARBASE and Montana Veterans Affairs. CFMO manages over 1,600 assets: roughly 2M square feet of facility space and 32,000 acres of land.The Department of Military Affairs is looking for a Budget Analyst within the CFMO. This position is responsible for and oversees the finances of the directorate and is responsible for the areas of budgeting, accounting and financial coordination with state and federal resources managers. This position is the primary representative for finance and budget management for the directorate.Duties:Provides budget and fiscal services for multiple Master Corporative Agreements (MCA) different budgets within the DMA Army Program with spending authority and general fund.Works closely with the CFMO State Administrator to coordinate and reconcile state and federal budgets on a quarterly basis.Exercises broad authority in planning, designing, organizing, developing, monitoring, and evaluating the DMA Army Program budget, and proposing and implementing program and management policies that impact program administration.Responsible for the preparation of the DMA Army Program monthly budget status report. This includes analyzing current expenditure levels from diverse sources and comparing them with federal recorded expenditures.Modify and update budget projections to ensure appropriate funding is available for the state and federal fiscal years while identifying potential shortfalls and recommending program changes.QualificationsMinimum Qualifications:Bachelor’s degree in accounting, finance, business administration, or a related fieldTwo (2) years’ experience in budget and fiscal managementOther combinations of education and experience may be consideredSpecial Requirements:Must be able to pass a background checkMust have a valid driver’s licenseRequired Knowledge, Skills, and Abilities:This position requires advanced knowledge of the principles and practices of governmental accounting and budgeting; research and analysis practices; business administration; Generally Accepted Accounting Principles; and state and federal rules and regulations related to accounting activityStrong analytical and problem-solving skills; research skills; and budgeting, accounting and projection skills.Strong communication skills, both verbal and writtenStrong diplomacy and negotiating skillsStrong team building, leadership, time management and organizational skills.
