We are looking for exceptionally talented, motivated, and dynamic individuals to join the North Wind team – not only to support our mission but be an integral part of our continued success.POSITION PURPOSE:The Sr. Project Controls Planning Manager provides management, leadership, and direction in the development of proposal schedules at time of bidding/proposal through the process of execution. In general, this role shall also oversee and apply sound judgement in effectively leading a team of Project Control Engineers/Planners in the planning function ensuring proposal schedules are developed and align with cost proposals and ensuring schedules are submitted on time by Project Controls Engineers/Planners.ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Responsible for establishing and implementing standard Planning policy and procedures for all Business lines and Government Contractors (DOE, NAVAC, USACE, DOD) in compliance with Earned Value Management Systems (EVMS) performance standards, controls, and reporting along with North Wind's policy and procedures.
  • Develop and implement policy and procedures standardizing the development of proposal schedule based on business lines and/or client expectations.
  • Work in collaboration with Cost Estimating Group and Project Controls Administration Manager to drive standardization and consistency within proposal schedules based on:
  • Client – USACE, DOE, DOD, NAVFAC,
  • Business Lines: Construction Services, Facility operation & Infrastructure, Environmental Services, Technical Innovation Services, and Engineering Services.
  • Directs and supervises a team of Project Engineers/Planners and their deliverables, ensuring they are accurate and completed on time.
  • Manages and maintains compliance with internal project controls procedures.
  • Directly responsible for the management, leadership, and direction of schedule development for:
  • Development of WBS,
  • Identifying internal and external conditions,
  • Identification and incorporating all the activities necessary to accomplish the project scope,
  • Determining critical path.
  • Review and verify proposal schedules for alignment of:
  • Cost estimate for InEight,
  • Includes subcontractor schedule,
  • Bidding document requirements (i.e. Specs, CLINs, Milestones, Completion days, etc.).
  • Implement steps to ensure the Work Breakdown and Project Coding Structures are converted correctly from the original estimate to the Project Control system.
  • Participate in the proposal red, pink, and green team reviews.
  • Provide timely guidance and feedback to help employees strengthen knowledge, accomplish tasks, or solve problems.
  • Coordinate and work with Business Development Managers and Cost Estimating Managers on proposal schedules.
  • Ensure risk register is incorporated into the scheduling timeline.
  • Interface with standard company business systems (Primavera P6, InEight, True North, Procurement systems, and Deltek Costpoint.)

  • Seek continuous improvement and enhancements of current project controls methodologies and processes.
  • Ensure employees are empowered to perform their jobs.
  • Assist with the Identification and recruitment of project controls personnel.
  • Participates in developing and presenting training classes and on the job training for proposal schedule development.
  • Document employee performance issues; Provide guidance and an action plan for resolution of the issues.

  • Complete understanding of North Wind's major business lines and customer requirements.
  • Work as an integral part of a team.
  • Travel 25% of the time to job sites as necessary to assist with large fly-wheel proposal schedules.
MINIMUM QUALIFICATIONS:
Education and Experience:
  • Bachelor's Degree (BA/BS) in Finance, Engineering, Construction, Business, or related field
  • Must have at least eight (8) years of related experience
  • Demonstrated experience in project controls planning of projects valued upwards of $500 million - $1 billion
  • Earned Value Management Experience and certification criteria
Skills and Abilities:
  • Extensive knowledge within in Primavera P6.
  • Extensive knowledge of Project Controls EVMS processes.
  • Knowledge of cost estimating software InEight.
  • An understanding of different contract types, FFP, FUR, CPFF & T&M.
  • Knowledge and understating of Cost Estimating
  • Excellent interpersonal skills; work effectively and cooperatively with all levels of management, staff, and client.
  • Strong oral and written communication skills; ability to effectively present information and respond effectively and sensitively to questions.
  • High degree of sensitivity regarding confidential information.
  • Ability to deliver planning solutions and be part of a healthy, empowering organization.
  • Ability to advocate and enforce Company policies, procedures, and employee programs.
  • Ability to work independently, as well as part of a team, and make decisions, exercise good judgment, work under pressure, work with minimal supervision and prioritize workload.
  • Experience and skills with computer applications, including MS Office Suit.
Special Requirements:
  • Must pass pre-employment background check.
  • Must pass pre-employment drug testing.
  • Must have a valid driver license.
  • Ability to pass U.S. Government employment background check and acquire U.S. Government Personal Identity Verification (PIV) credential card.
  • Ability to obtain security clearance.
  • Ability to travel up to 25%.
PREFERRED QUALIFICATIONS
  • Fifteen (15) or more years of experience at a Sr. Management level in Project Controls
  • Significant experience in project controls planning with projects valued upwards at $1 billion or higher
  • Significant experience in Construction Services, Facility operation & Infrastructure, Environmental Services, Technical Innovation Services, and Engineering Services.
  • Significant experience with DOE, DOD, USACE, NAVAF scheduling requirements.
PHYSICAL DEMANDS:
This position is a sedentary role. While performing the duties of this job, the employee will be sitting for long periods of time, but will also be required to stand, walk, and talk or hear. The employee is often required to use hands or fingers to handle, feel, type and reach with hands and arms. The employee may occasionally lift and/or move up to 15 pounds. May require travel up to 10% to various locations.WORKING ENVIRONMENT:
Work typically performed indoors in an office environment with low to moderate noise.
