City of Jacksonville employees are also eligible for Federal Student Loan Forgiveness after 10 years of public service and on-time payments.This is technical work inspecting and monitoring rehabilitation projects for the correction of building and structure safety code violations. The work requires knowledge of the applicable building and structure safety codes as well as knowledge of building construction methods, practices, and procedures. Contacts require skills in understanding and influencing others which are important in working with and resolving problems between property owners and contractors. The work is standardized in that tasks are covered by substantially diversified procedures and because of changing priorities or differing situations, the employee has the latitude to consider which of the many procedures should be followed and in what sequence. Work is performed in both field and office environments where the risks and hazards are minimal, including use of ladders to climb onto roofs, inspection of crawl space of houses and structures, and exposure to adverse weather and terrain conditions during field inspections. Operates standard office equipment including personal computer, tablet and calculator, motor vehicle, camera, electrical tester, and standard measuring devices. The physical demands consist of standing, stooping, bending, reaching, climbing, and walking at work sites for extended periods of time, working in confined spaces and occasionally lifting and moving objects up to 20 pounds. The work is performed under limited supervision where the work assignments are subject to established practices and procedures covered by methods and techniques and reviewed for quality and adherence to established methods, standards, and policies.Examples of Work
  • Prepares reports on observed violations and identifies rehabilitation to be accomplished.
  • Prepares detailed work write-ups and specifications to correct deficiencies.
  • Inspects residential properties to determine compliance with applicable building codes.
  • Prepares cost estimates of rehabilitation work.
  • Inspects rehabilitation work while in progress to ensure conformance to specifications.
  • Makes final inspection to certify and ensure compliance with minimum standards and contracts .
  • Obtains release of all liens from the contractor and a copy of all warranties due the property owner.
  • Obtains a certificate of completion signed by both the contractor and the property owner.
  • Assists with promotions for citizen understanding and support developed by other program personnel.
  • Compiles and prepares documentation and reports on a personal computer.
  • Operates standard office equipment such as a personal computer using word, spreadsheet, and related specialized software applications, tablet, calculator, camera, electronic tester, and standard measuring devices.
  • Demonstrates proficiency in the City of Jacksonville's competencies.
  • Performs related work as required.
Knowledge, Skills and Abilities
  • Knowledge of applicable building and structure safety codes.
  • Knowledge of housing rehabilitation and building construction methods, practices, and procedures.
  • Knowledge of laws, rules, and regulations governing housing rehabilitation programs.
  • Ability to operate measuring devices, testing equipment and other equipment and

  • Ability to read and interpret construction plans, legal descriptions and related data sources.

  • Ability to perform mathematical calculations related to building construction and cost estimation.
  • Ability to communicate effectively.
  • Ability to lift objects weighing up to 20 pounds.
  • Ability to stand and walk for long periods of time.
  • Ability to climb a ladder, climb up a ladder onto a rooftop, and perform functions in a crawl space under a house or structure.
  • Ability to operate a motor vehicle.
Open Requirements/Supplemental InformationFour (4) years of education and/or experience in housing construction or inspection or in the construction trades, which must have includedAt least one (1) year of construction specification writing and cost estimating.
