Job DescriptionFinancial Manager IIThe Utah Department of Health and Human Services (DHHS) is looking for a Financial Manager II to join our Division of Finance and Administration (DFA).As a Financial Manager II, you'll be a key player in our Financial Management team, providing essential guidance and oversight for federal and state funds. This includes ensuring the proper use and accounting of funds, managing grants, and preparing critical reports.You'll need a strong grasp of government accounting principles, GAAP, and the State of Utah's budgeting and financial processes. We're looking for a self-motivated, highly organized, and detail-oriented individual who can quickly learn and use technology to perform complex financial analysis. If offered this position, your continued employment with DHHS will be contingent upon passing a fingerprint background checkResponsibilitiesDeveloping, maintaining, and implementing procedures and controls for budgeting, accounting, contracts, federal reporting, and other financial services for DHHS.Preparing the annual Cost Allocation Plan.Managing staff and their workload.Reviewing fiscal operations to ensure data integrity, accuracy, and control.Assisting divisions with state and federal fiscal year-end closeouts.Managing awarded federal grants with State funds and tracking budgets.Responding to requests from management and other stakeholders.QualificationsMinimum Qualifications:Experience with process improvement related to financial management or accounting.Experience with data mining for financial reporting.Experience using and interpreting data to formulate and present conclusions and recommendations.Experience reading and interpreting federal and state statutes or rules.Supplemental InformationEffective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date.This position may currently be a hybrid of both in-office and remote work days.
