Department.The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a “fiscal watchdog” to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller’s website and has led the process of updating the state’s payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state’s financial information available to all.Main FunctionSubject to administrative approval of the Director, assists in planning, directing, organizing, controlling and managing the operation of the Pre-need Licensing and Certification Enforcement (PLACE) Department, including coordinating a variety of difficult and complex functions and investigations that are sensitive or confidential in nature. The incumbent develops and implements policies and procedures related to administration of state cemetery and crematory laws and rules. The Deputy Director trains members of the department on updated procedures and policies, represents the Director of PLACE on assigned tasks and committees, responds to internal and external requests for information, and may be responsible for the supervision and direction of a subordinate support staff.Job Responsibilities
- Acts as department’s chief investigator providing guidance and oversight for the investigation process.
- Supervises a staff of professional and support personnel, including auditors and investigators. Assigns and reviews work, completes performance evaluations, and implements discipline if and when necessary.
- Create and deliver training on all department procedures and policies to ensure new and existing staff acquire the necessary knowledge, skills, and competencies to effectively perform their roles.
- Provides direction and coordinates the functions of department staff in carrying out assigned tasks
- Performs investigations in conjunction with department staff, collaborates with legal counsel when necessary, and assists in resolving any related administrative problems.
- Performs a wide variety of managerial functions to support the overall department.
- Develops, implements, evaluates and recommends departmental policy and procedures.
- Consults with and/or advises department Director regarding any department problems, issues, or concerns.
- makes recommendations to the Director regarding the solution of specific problems or issues to improve program or department functions, recommends revisions to legislation to improve department efficacy, or recommends changes to administrative rules to improve efficiency.
- Serves as liaison to office management, other State agencies and/or the general public regarding the department. Assists in ensuring that office policy and procedures are in compliance with applicable State regulations.
- Manages and monitors the creation and maintenance of a program or departmental database or web-based program established to track and manipulate large quantities of data for use by internal office staff and/or by outside users. Manages and monitors preparation of written materials such as reference manuals, reports, letters and memoranda with regard to a specific program, division or department’s functions.
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in legal studies, business or public administration, accounting, auditing, criminal justice, or directly related field of study.
- Requires four years of progressively responsible administrative experience in a public or business organization including supervision of a professional staff, or any equivalent combination of training and experience.
- Sworn law enforcement and investigative experience preferred.
- Experience inspecting facilities or equipment to ensure specifications are met preferred.
- Professional experience in governmental accounting or public auditing and compliance operations preferred.
- Requires a thorough knowledge of business administration principles, modern management practices and effective communication techniques.
- Requires thorough knowledge of office programs and service objectives, activities and operational systems.
- Requires ability to develop and manage a major office program.
- Requires ability to analyze administrative programs and adopt an effective course of action.
- Requires ability to develop, install, and evaluate new and revised methods, procedures and performance standards.
- Requires ability to exercise judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
- Requires ability to estimate and budget for future needs and cost of personnel, space, equipment, supplies, and services.
- Requires ability to develop and maintain satisfactory working relationships with office officials and outside organization representatives and to deal effectively with controversial problems.
- Requires thorough knowledge of project management techniques, and the principles of effective leadership or supervision.
- Requires the ability to exercise sound judgment in analyzing, evaluating, and solving problems of a difficult procedural, organizational, administrative, and technical nature.
- Requires ability to devise solutions to difficult and technical problems, many of which may be of a precedent-establishing and research nature.
- Requires ability to judge project alternatives in terms of cost effectiveness.
- Requires thorough knowledge of laws, regulations and policies, and legislative process.
- Requires working knowledge of personal computers and software.
- Requires thorough knowledge of staff utilization and employee motivation.
- Requires ability to train professional staff.
