- Minimum 12-15 years of relevant experience
- 7+ years of Government Contracting (GOVCON) experience managing multi-year IT services contracts valued at $15-$20M+ annually.
- Requires ITIL certification, Project Management Professional (PMP) Certification or equivalent level certification
- Knowledge of Agile development methodologies.
- Proven experience leading cross-functional IT services in PMO, Strategy, Engineering, Operations, and Application Development.
- Strong technical background in Infrastructure and Application Support.
- Familiarity with ITSM tools (BMC Remedy, Confluence, Jira).
- Experience tracking, monitoring, reporting, standardizing, and overseeing project cost, schedule, and performance in dynamic environments of similar scope and complexity.
- Experience in performance management and project control principles.
- Experience implementing process improvement and innovation initiatives with measurable results.
- Demonstrated ability to influence executive leadership and drive adoption of modern IT methodologies (Agile, SecDevOps, SDLC, Customer Experience Management).
- Leadership of 10-15 Integrated Project Teams composed of federal and contractor staff for enterprise-wide projects.
- Risk management, conflict resolution, and problem-solving.
- Data-driven decision-making.
- Exceptional communication (written & verbal) and presentation skills.
- Proficiency with Microsoft Office Suite (Excel, PowerPoint, etc.).
- Experience in Agile environments and enterprise project delivery.
- Strong leadership, motivational, and organizational skills.
- Serve as the Government's on-site point of contact, providing technical oversight and managerial leadership to all contractor staff.
- Establish and maintain a Project Governance Structure for prioritization, resource allocation, information sharing, and communications.
- Define and communicate program goals, objectives, and success criteria based on the Statement of Work (SOW).
- Ensure all work meets contractual requirements, quality standards, and follows through to completion.
- Manage overall program scope, schedule, and budget-building and tracking budgets for Time & Materials contracts.
- Monitor multiple projects, track KPIs, and implement corrective actions when necessary.
- Maintain a close working relationship with Government stakeholders, providing regular updates and responding promptly to concerns.
- Be readily available to address Government issues, concerns, and comments, while proactively identifying and communicating potential risks or contractual issues.
- Foster trust-based relationships with client stakeholders, addressing escalations promptly and collaboratively.
- Lead, mentor, and evaluate Project Managers, Operations Managers, Senior Engineers, and SMEs.
- Organize, plan, direct, and manage Contractor staff to ensure program goals, objectives, and problem resolution are achieved.
- Ensure adequate staffing, skillsets, and resources to meet contractual requirements.
- Oversee personnel actions including hiring, role changes, and terminations.
- Conduct annual performance reviews for program managers and team leads.
- Partner with HR, Contracts, Finance, and Account Management on staffing, contract modifications, budgeting, and scope changes.
- Establish and enforce standards, processes, and procedures for project execution.
- Implement performance management and project control principles to track, monitor, and standardize program execution.
- Recommend and implement process improvements and innovation initiatives to increase efficiency and effectiveness.
- Participate in business development activities, including proposal development.
