DescriptionSAIC's National Intelligence Community (NIC) Business Unit, USG Mission and Information Technology Division, provides solutions and services supporting digital modernization programs in areas such as systems engineering, multi-cloud computing, cybersecurity, data science and analytics, artificial intelligence and machine learning, quantum computing, application development, SecDevOps, cloud network operations, and secure communications.We are seeking highly motivated Program Integrators to join our team and leverage their expertise by assisting PEO leadership and individual program managers in establishing and maintaining the acquisition baselines for programs through the monitoring and reporting on the overall health of programs, initiatives, and/or a portfolio. As a Program Integrator, you will perform holistic analysis to minimize cost and implementation risks, while verifying initiatives are budgeted effectively and delivered in a timely manner.Responsibilities will vary based on skill level:
  • Tracking that programs establish and execute the optimum mix of cost, schedule, performance, and system supportability throughout the life cycle (e.g., design, development, testing and evaluation, production, and disposition)
  • Assisting programs in the development of actionable requirement packages and monitoring delivery and performance of program level requirements
  • Monitoring and reporting on the process to ensure all programs are working validated and approved requirements across multiple fiscal years as directed by the appropriate Milestone Decision Authority (MDA)
  • Assisting program managers in developing program documentation such as Program Management Plans (PMPs), Program Acquisition Strategies (PASs), Operational Capability Statement (OCS), T&E Master Plan (TEMP), Risk Management Plans, TTOs, Statement of Work (SOW), technical CICA memorandums, and program schedules
  • Preparing and supporting delivery of presentations to assist with program and initiative status reviews such as Program Management Review (PMR), Quarterly Program Review (QPR), and Acquisition Review Board (ARB)
  • Assisting PEO and Portfolio level leadership with strategic resource planning and tracking
  • Providing assistance in analyzing, tracking, and reporting program unfunded requirements in accordance with PEO policies and processes
  • Performing cross-program analysis to assist in responding to Investment Portfolio (IP) actions
  • Reviewing and assisting in providing justification statements and figures for CBJB and CJB
  • Assisting in providing Standardized Guidance in the PPB&E process
  • Ensuring attainable, impactful, and measurable goals, as well as objectives are established for each program in order to measure successful IPBS Narratives as stated via the annual budget submission
  • Providing financial and summary reports on the program elements at the program level and assisting with the allocation and tracking of resources
  • Recommending funding adjustments (e.g., contract staffing, facilities, and budgets), as appropriate
  • Performing data analysis using Microsoft Excel with pivot tables, slicers, and pivot charts to present data clearly and effectively
  • Evaluating operational and technical alternatives, performing risk assessment, and managing integrated product teams
QualificationsQualifications will vary based on skill level:
  • Active TS/SCI with Polygraph is required for all skill levels
  • Years of relevant experience and education:
  • Full performance level - Four (4) years or more of experience in DoD program management, contract management, and/or financial management, and a Bachelor's degree in a business or technical discipline
  • Senior level - Eight (8) years or more of experience in DoD program management, contract management, and/or financial management, and a Bachelor's degree in a business or technical discipline
  • Expert level - Twelve to fifteen (12-15) years or more of experience in DoD program management, contract management, and/or financial management, and a Bachelor's degree in a business or technical discipline
  • Possess well-developed interpersonal, writing, and oral skills to effectively communicate at all levels
  • Intermediate proficiency with Microsoft Excel to include demonstrated use of pivot tables, slicers, and pivot charts
Desired:
  • Ability to consistently exercise tact, discretion, diplomacy, and elicit team synergy
  • Project Management Professional (PMP), Certified Professional Contract Manager (CPCM), or DAWIA Level II in any focus area
  • Trained in the Lean Six Sigma Program
