The successful candidate will possess knowledge of current trends and issues related to student access and affordability; current and innovative practices in the development and assessment of institutional effectiveness and student learning outcomes; and current theory and practice in higher education research. The successful candidate will have proven ability to design research, data collection and analysis plans, processes, and systems; identify analytical methods and integrate appropriate assessments to inform strategic initiatives. This position reports to the Assistant Vice President and Executive Director of Academic Services and Assessment in the Office of the Vice President for Commonwealth Campuses.The Analysis and Planning Consultant will:Design, produce and present research to a variety of audiences, turning data into knowledge that can inform strategic initiatives and improve student outcomes.Support the OVPCC and Commonwealth Campuses by establishing processes and procedures for extracting, compiling, analyzing, and presenting data related to student success outcomes, academic program assessment and institutional effectiveness.Support the implementation and assessment of interventions aimed at improving student access, affordability, and retention and graduation rates.Serve as the primary contact for research requests from the Commonwealth Campuses and establish procedures and solutions for recurring reporting and dashboards.Participate in a collaborative team environment within the Office of the Vice President and support the development and assessment of new and emerging strategic initiatives to improve student outcomes, academic program performance, compliance oversight and operational procedures.Mentor and coach campus staff to advance their knowledge and to utilize university level and OVPCC data resources, reports, and tools.Liaise with colleagues in the Office of Planning, Assessment, and Institutional Research (OPAIR) and the Pennsylvania Data Center and represent the OVPCC in the Institutional Research Group (IRIG), ad hoc committees, task forces, and university-wide initiatives.Successful candidates should have:Knowledge of current trends and issues related to student success, access and affordability, current and innovative practices in the development and assessment of institutional effectiveness and student learning outcomes.Proficiency in research methodology that informs student enrollment, success, and outcomes.Commitment to fostering diversity, equity and inclusion as demonstrated through past research and reports.Proficiency in building and analyzing complex datasets using metrics from multiple sources, developing research questions, designing studies, and disseminating research findings in presentation and report formats.Expertise in using statistical software (e.g., SPSS, SAS, Stata, R) to clean, format, analyze, and visualize complex data.Experience creating or collaborating with developers to create digital dashboards and online reports from complex dataExpertise in utilizing external higher education data sources including the National Student Clearinghouse, The Integrated Postsecondary Education Data System (IPEDS), and the College Scorecard.Record of successful collaboration involving multiple constituencies and the ability to promote a culture that is conducive to effective relationships among diverse team members geographically dispersed.Project management skills and the ability to work independently in a fast- paced environment to identify and prioritize analytical projects and answer data-related questions for executive leadership.Excellent presentation, interpersonal, organizational, and critical thinking skills are required.Education and experience:A Master's degree or higher plus three years of relevant experience or an equivalent combination of education and experience is required.Please submit a cover letter and resume highlighting how your work experience and background fit the qualifications for this position.The position is located at the University Park campus in the Office of the Vice President for Commonwealth Campuses.
