This role supports field specific policy interpretation and managing HR processes, compliance with labor agreements, recruitment, onboarding, and employee relations. This role will foster a positive, safe, and productive workforce culture while supporting the organization through growth, change and sharing of best practices.The ideal candidate will be self-driven, approachable, possess a high degree of attention to detail, critical thinking skills and have the ability to perform duties independently in a fast-paced, multi-state environment with minimal instruction. This role will interact with various levels within the organization including management, employees, external applicants, vendors and union representatives.HR Administration:
  • Manage leaves of absence, including Federal and State Family Medical Leaves, Emergency Sick and Safe Time and other state specific leaves for field employees.
  • Partner with the HR Manager to manage and update the field employee handbook(s) and policies.
  • Maintain employee records, including certifications and license renewals, ensuring confidentiality and compliance with labor laws and company policies.
Employee Relations and Compliance:
  • Promote positive employee relations and lead investigations of employee relations issues, grievances, and disputes in collaboration with field supervision and union leadership.
  • Ensure compliance with federal, state, and local employment laws (e.g., FMLA, ADA, OSHA).
  • Manage employment poster compliance at job sites and office locations.
  • Participate in audits and policy development.
  • Partner with the Safety team to manage the positive drug testing process and coordinate EAP referrals with employees.
Recruitment and Onboarding:
  • Coordinate with Manpower Coordinators and union halls for workforce needs.
  • Support HR and management teams in the recruitment process for specific roles; including:
  • Create and maintain job descriptions and job postings, utilize recruiting methods (social media, job boards, etc.), and complete candidate phone screens and interviews.
  • Utilize recruiting methods including industry resources, social media, job boards, internet sourcing, marketing material, etc.
  • Attend career fairs, networking opportunities and other industry events.
  • Support onboarding of union employees, ensuring proper documentation, Form I-9 compliance, training, orientation and managing data into our Workday HRMS.
Union and Field Workforce Support:
  • Serve as a liaison between field union employees, management, and union representatives.
  • Interpret and ensure compliance with collective bargaining agreements (CBAs).
  • Collaborate with HR Manager to complete the required Affirmative Action, EEO and VETS reports, including applicant tracking, good faith efforts, and placement goals.
  • Assist Project Managers in required subcontractor reporting for government projects including tracking and maintaining current certificates.
  • Partner with other members of the HR team to identify and implement business processes, policy and program improvements.
  • Administrative support to HR functions, including record keeping, scanning and file maintenance.
  • Other special projects and duties assigned by the HR team.
Training and Development:
  • Assist the Safety and Learning & Development (L&D) teams with coordinating mandatory safety and skills training for field employees in cooperation with safety and project management teams.
  • Partner with L&D to build field specific training programs for employees and field leaders.
$90,000 - $115,000 + discretionary bonus + employee ownership + benefitsIndividual compensation is determined by skills, qualifications, experience, and location. See below for additional details or visit our website at .QUALIFICATIONS AND EDUCATION REQUIREMENTS
  • Associate or bachelor’s degree with concentration in Human Resources, Business Administration or Management, Organizational Development or other related discipline.
  • 5+ years of experience in Human Resources.
  • 2+ years’ experience supporting IBEW or other building construction trades unions.
  • Familiarity with NECA/IBEW labor agreements or similar.
  • Experience with Workday HRMS preferred.
  • Proficient in MS Word and MS Excel and able to learn new technology and programs.
  • Understanding of employment related, state and federal laws, regulations and forms, including but not limited to FLSA, ACA, ERISA, FMLA, ADA, COBRA, AAP, EEO, Form W-4 and Form I-9.
  • PHR or SPHR certification preferred.
  • Experience managing highly confidential and sensitive information preferred.

PHYSICAL REQUIREMENTS
