POSITION: Associate DirectorDEPARTMENT: Community Developmental ServicesRESPONSIBLE TO: Assistant Director Community Developmental ServicesSUMMARY OF POSITION:CDS Associate Director is responsible for providing supervision and support to personnel as well as ensuring the fiscal and clinical integrity of the program. In this managerial role, the Associate Director will be under the direct supervision and mentorship of the Assistant CDS Program Director, the position also involves collaborating and working closely with CDS and WCMHS administrators/personnel, and VT State Agencies.Skills: The successful applicant must be familiar the Vermont Disabilities System, Medicaid Waivers, case management, the provision of community based day services, supported employment, and transition services, Self-determination and Recovery models of community based services, and have managerial and supervisory experience.SPECIFIC DUTIES AND RESPONSIBILITIES:· Supervise and support assigned Coordinators and staff in their duties.· Supervise and direct assigned clinical support staff in their duties and priority of case assignments.· Work with Director, Assistant Director & Intake Coordinator in the assignment of new individuals to Community Services Case Manager.· Communicate and collaborate within programs.· Oversee and ensure quality assurance and technical compliance as mandated by Division of Developmental Services and the Developmental Disabilities Act.· Assure adherence to all Washington County Mental Health Services, policies and procedures.· Provide coordination and aid in emergency situations as appropriate. On-call responsibility as determined by Crisis Intervention Team (Administrator on call).· Ensure that Medicaid Waiver Eligibility Forms and Community Eligibility and Waiver Adjustment forms are completed in a timely manner and reflect accurately service provision and necessary financial supports.· In collaboration with Assistant and Program Director, approve programmatic expenses including staff expenses, trainings, payment request vouchers and emergency respite.· Mandated reporter in any incident of suspected or alleged abuse or neglect of an individual or child served by Community Developmental Services as well as elderly persons.· Scheduled Administrative on-call for CDS program during the week and weekends on a rotational basis. This includes responding to pager calls and shared oversight of Crisis Team response. May require follow up with WCMHS Administration and/or Department of Aging and Disability as needed.· Participate in appropriate agency, community and statewide committees including the Leadership Team (CDS) and related CDS committees.· Monitor and review incident reports with Community Services Case Managers.· Attend trainings, in-services and / or conferences to assure professional growth as approved by their supervisor.· Collaborate with HR around any personnel issues in a timely manner.· Have available a safe and reliable vehicle. Possess an excellent driving record and valid driver’s license to transport consumers if needed and attend any necessary meetings.· Oversee the interview process of staff under their direction and supervision making final recommendations to the Division Director or designee.· Participate in regularly scheduled staff meetings.· Work with the Utilization and Technical Compliance in assuring that all waivers and services are compiled for necessary audits.· Ability to become a UEMR Super-User to support & train staff.· Additional duties as required or assigned by supervisor.QUALIFICATIONS:Master’s Degree preferred in related field or QDDP with five years managerial / supervisory experience. The preferred candidate will possess strong interpersonal and communication skills, demonstrate flexibility, have knowledge of DS Medicaid rules and regulations, have knowledge of the DD Act of 1996, knowledge of Facilitated Communication and have strong computer skills.
